GMO & ER 2023 के प्रकाशन के बाद से ही सेवारत सैनिकों और पूर्व सैनिकों विकलांगता भत्ता पर विभिन्न पहलुओं पर भ्रम- इसका बुरा प्रभाव पड़ रहा है। चिकित्सा संबंधी मुद्दों को नियंत्रित करने वाले प्राधिकरण ने अब स्पष्ट किया है कि ये दिशानिर्देश केवल 21 सितंबर 23 के बाद सेवा कर्मियों की विकलांगता या मृत्यु के मामलों पर ही लागू होंगे। यहां कोई पूर्वव्यापी प्रभाव लागू नहीं है.
दूसरे शब्दों में, इसे सरल बनाया जा सकता है कि जिनकी विकलांगता 21.09.2023 को या उसके बाद उत्पन्न/पता चली, वे केवल इस गाइड लाइन से प्रभावित होंगे। लेकिन ये साफ़ नहीं हो पाया है कि अगर ऐसा है विकलांग सैनिक उनकी विकलांगता का पता 21.09.2023 से पहले चला और 21.09.2023 के बाद सेवानिवृत्त होने पर ईआर 2008 या ईआर 2023 द्वारा नियंत्रित किया जाएगा।

- Department of Ex-Servicemen Welfare, Ministry of Defence, Note 16(3)12023/ D(Pen/Pol)Vol-II dated 21 Sep 23 (Copy forwarded on NUD).
- 0/0 DGAFMS policy letter 16036/RAMB/IMB/DGAFMS/MA (Pension)/GMO) dated 10 Oct 23 (Not addressed to all).
- Guide to Medical Officers 2023 has been approved and promulgated as an Appendix to the DESW/ MoD letter under reference. These guidelines shall only apply to cases of disablement or death of service personnel after 21 Sep 23 prospectively.
- It is requested that the same be widely disseminated to all the concerned for further information and necessary action.
4. It is further intimated that clarification on certain medical aspects in Entitlement Rules
(ER) -23 and GMO-23 have been sought from 0/o DGAFMS. On receipt of the same, amplified instructions on the subject (including conduct of Retention-cum- Impairment Assessment Board, RMB and IMB) will be promulgated subsequently.
